• assembly of the preinitiation complex
• interaction of SL1/TIFIB subunits with TBP excludes interaction with transcription factor IID (TFIID) subunits
• this mutually exclusive binding directs the formation of promoter & RNA polymerase-selective TBP-TAF complexes
