Introduction

An individual, organization of system acting for, or on behalf of, a covered entity to collect & provide retrospecitve health information to reseacrch investigators in such a manner whereby it would not be possible for the investigators or others to identify the corresponding patients-subjects directly or indirectly.

An honest broker cannot be one of the reseach investigators or funded by the project.

Prospective studies are handled through another mechanism of the IRB.
